Is it worth the time, effort, and ISK to fit a frigate for lowsec ratting/pvp?

Only if you want to fight and/or need to help get your sec status up.
It probably is now, asuming you don't have 0.0 access. More dangerous though, I've been using a Manti which certainly isnt ideal but works ok.

I only use Frigates and Assault Frigates (and the occasional Battle Bestower), even in missions. I've had a lot of fun with it. Even taken out (player) targets as large as Battle Cruisers. A Ferox in a Punisher, for example. Yeah, sometimes you've just got to hope your opponent screws up and realize your ship is cheap and disposable.

Yeah. Frigates are OK.
Target selection is more limited than it would be with a cruiser or whatever but no ship can kill everything.
Other +s include: They're cheap; you get to pick your fights; they're cheap; even if you don't pick your fights very carefully they're cheap.

I pretty much exclusively fly Rifters for PvP in low sec and null sec. It is more than definitely worth the effort. If you want some pointers to get you started then take a look at my Rifter guide. Even if you don't fly Rifters it will give you some pointers to how to fly any T1 frigate.

As an outlaw in a rather busy area of space, flying around on my own in a battleship would be suicide. In an assualt frigate on the other hand I can evade all the blobs unless they are seriously out to get me, whilst still having the firepower to put down nearly any target I come across. They are definitly a lot less forgiving than for example a cruiser or bc though; bad target selection ("Hmm ratting ishtar, I'll take a pop at that") or a small mistake while fighting and you're dead in seconds.

thanks for the info guys. i went ratting in 0.4 last night and took out a whole deadspace complex, 3 rooms total, by myself in a tristan. took a while, and a lot of kiting, but i got it done.
I think im going to train up to T2 frigs.
