Try:
High: 4x 250mm (with antimatter) 2x heavy siege launchers
med: mwd, shield booster, webber, scrambler
low: RCUs or whatever to fit the lot
I think thats what I had atleast. Fit assault launchers if you cant fit 2 heavy launchers

it depends on what u want to fight and the range you want to fight at.
if u r going to be using a webby then hybrid turrets may not be the best bet. to use the web u need to be within 10k - hybrids are no where near as good as blasters when fighting at short range.
if you're fighting at short range i'd be tempted to get a nosferatu fitted, instead of a launcher.
medium slots are mwd, shield booster, web and warp disruptor. low slots are RCU's. this is my short range heavy set up.
if i just wanted to target frigates i would use either small hybrids or blasters, instead of 250's, which frees up the low slots for sensor back ups or warp stabs.
my long range set up is 4x 250 hybrids and 2 heavy launchers. shield booster and either shield or armour hardners. low slots are RCU's and warp stabs.

As Monkey Time said the best would be short range blasers even frigsized.
try
high: 2 heavy launcher 4 medium ion blasters
medium: you would need maybe a mwd webber scrambler and a shield booster
low: warp stab damage/tracking mod cap relays or so
