How is it that every moon in 5 systems has a pos on it. either online or offline..... is there a rule how long an offline pos in empire will last? and how in the blue hell do i get an offline pos in empire to disappear? declare war and blow it up ?

yes, if the corp is closed and you can't declare war - you can petition to have the pos removed. Otherwise reach out an 'xplode someone.

get your standings to where you can anchor in a .6 or .7 system.
few moons are taken there.

I know that there are moons out there. I recently needed a new research POS and had my pick of over 25 moons in a single system.
You must be looking in the wrong places, try casting your net a little wider. You don't have to go to the backwaters of space though - I know of moons within 3 jumps of Jita that are available, and plenty of them. I've just taken down a POS in the area. There was very little competition for moons when I put it up only a couple of months back.

He is definitely looking in the wrong place. I was out scouting earlier this evening for a spot to drop a hi-sec research POS. I found only one system that was completely closed off, but it only had 6 moons to begin with. The system with 14 moons still had 3 moons without towers. One of them had 26 out of 31 open. The worst of them only had 5 open spots out of 37, but it was a .6 system only 3 jumps from a major trade hub, with 6 different NPC stations that had factory slots in it. Get away from where you are and look elsewhere. There are places available.

Move more than 3 jumps from Jita/Ours/Amarr/whatnot and you'll find tons of moons.
And yes, declare war and kill a tower already there if you absolutely need to be in a particular system.

Get someone to declare war on several small corps in the system and watch them scramble to take their towers down :)
