Per CCP rules: 12. The owner of the character being sold is responsible for the character transfer fee paid to CCP.

That is ccp rules and that is the way everyone does it. The seller pays the selling fee to do otherwise is against the rules. That and no one is going to send $20 to someone they don't know :s

I petitioned CCP - but they are slow with reply.
I'm sure there's something they can do about it. Maybe they can transfer the character for free, or perhaps they will accept payment from the character buyer. I don't see what is wrong with letting buyer log into my Account Management site and complete the transaction themselves.
As long as you have 6 billion, and you don't mind paying the transfer fee, let me know. And we'll figure out the details later.
