Ok ignore tracking for a while, if you were to shoot at a stationary target while not moving the damage should be more or less the same until you reach the optimal range then it would start fallin (according to some curve that the devs released with some pics in some devblog). It used to fall in such a way that you stopped hitting when it reached optimal + falloff but I don't think it's like that any more.
Ships however are rarely stationary in EVE so tracking comes in. The farther away you are from your foe the better your ships guns track him. So you should get better hits at optimal range than anywhere lower than that but there is when it get's hard and you have to feel it for your self whether it is better to move farther away as you track better but your shots begin to fail because of accuracy.
Somone said that you should be 1.3xoptimal range away but I think that was a rough guess at best but I can tell you this when you are using short range ammo tracking is more important than when you are using long range ammo. For example go to (optimal range + falloff/2) when using antimatter but (optimal + falloff*0.1) when using iron (just a guess though). __________ Capacitor research |
