Prov is a gold mine for roaming gangs with it being a very popular NRDS, for both training and quick moral pickups. And I'm pretty sure that quite a few Prov KOS would like to see it stay that way. CVA and your area alliance are a great model for how to run a NRDS space. Granted the over all space is not the best and not worth fighting for but the small and medium size gang action is pricless.
