Ok this idea is very very simple. Its exactly what it says in the title.
As it is now if you want to increase your grid (say to fit more armour tank or larger guns) you have 3 options 1. Mods 2.Implants 3.Rigs
Now, what do you do if you want to increase CPU so you may fit a certain type of missile launcher, or you want to get a beefier shield tank? well you got mods and implants...but no rigs.
This to me seems like an oversight. There doesn't seem to be any solid reason to omit it, but omitted it seems to be.
What i simply propose is in inclusion of a rig that boosts CPU. Have it give a 10% bonus or so (i leave balancing to programmers/whoever balances).

if you gave me a transporter augmentor rig, i wouldn't be opposed.
actually... i still would be;
power grid is rather limited within ship sizes. although it is technically possible to fit an officer web on a rapier, a heavy neut on a curse or oversized MWDs on almost every ship, CPU does not have such a boundaries. we would be looking at combat-probing dictors (actually that's "possible" if not suicidal nowadays already), triple-bubble-dictors, scimitars with XL shield boosters, and armor rigs replaced by cpu rigs for better/bigger armor stuff. mining would be greatly affected, gang links, cloaking etc. i see too much trouble |

and everyone and his brother would fit 3x, basically giving them the fitting of the next highest ship class.
game-breaking idea tbh. no surprise you don't see it implemented.
