At this rate all I can think of is being scammed.
First was 24-36hrs, then 24, now you're said you had to get out of alliance and now only have 4 members in your corp.
My agreement was your alliance with 10-20 man fleets for this war dec.
I consider this contract no longer, as you have not met this in a timeley fashon, send me back the price of this contract of 400m. I will make other arrangments.

He keeps stalling and still haven't received contract costs back. Saying 24hrs for manager to approve, 24hrs here and there.
