Some people say that there are too many rich people in EVE, so rich that losing a battleship is a mere inconvinience. So those people get bored easily, since there's no challanage anymore.
How about.. bracketed property tax!
For example 0% tax for players with 10 mil or less in assets 2% weekly tax for those with 10-50 mil 5% weekly for 50-150 10% for 150-300 mil 15% for 300+
Money would be pulled by the faction government. Then that money would be spent on various faction projects.. space and station beautification, welfare programs for noobs, increased military spending.. other neat stuff
And people who contribute most, thru taxes, would become something like respectable citizens, perhaps allowing them to have a special paint job on their ships - optional. And a little medal on their char portrait.

I don't think so. Just implement corp tax and thats it... a global more universe taxation is not a good idea.

ah no, property tax includes base value of all property
if someone runs out of cash.. they go negative, they will have to sell some assets before they can make any purchases
That'll keep you rich bastards on your toes and us noobs have nothing to worry about

First of all, it's quite possible that those who complain about the rich are not rich themselves.
Second, you take a rumor/opinion/broad statement such as "some people say that there are too many rich people in EVE" and then propose changes to the game based on that pure fiction.
Third of all, tax players? What about corporations? That's where most of the money is. You look at a corporation's wallet, you see 1 billion, and "OMG THEY RICH!!!!". No they're not. It costs money to support 200 members. It costs money to support your war, defend yourself, recruit newbies, etc.
Tax them? How would you make that fair? If a corp has accumulated 1 billion over the course of 1.5 years, that's about 2 million per day. Say they have 10 members, no more. That's 200k per person per day. OMG, exploit. Tax them!

Besides things balance out anyway, as more and more isk comes into the game, isk becomes devalued so buy and sell prices will go up, effectively turning gigantic piles of isk in to merely huge piles of isk. 
If such a daffy system of tax was implemented I for one would, as someone else pointed out, take all my isk and invest in it minerals to avoid the 15% tax. As many of us 'rich people' would do this you'd soon have a mineral shortage that would drive prices up, effectivly making us even richer! __________________

The rules are fair if they apply to everyone without exception. Your corp will have harder time, but your enemies will too.
The point of taxation system is to add challange to the game. It's a matter of taste, I guess, but it seems to be this game is very "soft" on challanges. That's not to say there are no challanges, just too many ways to avoid all challange. Too much emphasis on character skills, little emphasis on player skills - where's the fun? But it's a matter of personal taste.

The rules are fair if they apply to everyone without exception. Your corp will have harder time, but your enemies will too.
The point of taxation system is to add challange to the game. It's a matter of taste, I guess, but it seems to be this game is very "soft" on challanges. That's not to say there are no challanges, just too many ways to avoid all challange. Too much emphasis on character skills, little emphasis on player skills - where's the fun? But it's a matter of personal taste.

GlimmerMan - as I mentioned earlier, you can't dodge property tax by buying stuff. The game will take "base" value of all your assets, ships, modules, minerals, and make a tax from that. If you don't have enough cash you go in debt till you sell something

But you can't quote the "apply to everyone without exception" clause if you're proposing a tax system that specifically targets the rich, because that's not "everyone, without exception."
Second, yeah, the game may seem to lack "challenge", yet despite how easy it supposedly is, a good number of players avoid PvP and hide in empire space. CCP seems to be coding a lot of changes in Shiva designed to entice people out of there and into 0.0. Perhaps we need to wait with the challenge bit a little while, till everyone learns that combat isn't that big of a deal.
Third, you may want a little challenge now and then, but a tax system is challenge all the time, continuous, unending. Matter of personal opinion, but if you continuously have to work hard for little reward, it's no fun. As an example (and I don't wish to derail the thread so let's not switch to that topic), look at the recent complaints about the Agent Research system, where people do work a lot for no reward whatsoever.
