I would like to offer 3.5bil. I believe it is reasonable considering the recommended selling rate considering SP and also that it is a niche char.

considering the lack of Exhumers 5 I would not regard this as an ultimate mining character, anyway free bump and good luck with the sale

I see your point, but check the other mining chars on the market. I have not seen one that has all ore skills trained for t2 crystals whcih is why I posted Ultimate. |

3.5 is 318 Isk per SP. Thats pretty low for a mining character, since they hover around (approximately) 335 Isk per SP on average. 4.5 is 410 Isk per SP.. thats pretty ridiculously overpriced for a mining character, unless he's got like +5 implants and a full set of rares for the additional slots, heh.
