Sorry, I stumbled on to this thread 3 months late, but I'll pass on the setups I like anyway. Most of these are related to Empire warfare because that's how I grew up as PVP is concerned.
The Blackbird is THE number one ship for Empire EW. Carry extra racial jammers in your cargo and if you get a shiptype to jam, dock, refit and undock ready for that enemy in just under a minute.
I don't care what anybody says, if it's in Empire, you'll want an MWD unless you're doing the camping or have very specific targets.
Standard Cruising
3 Heavy Launchers 1 Gun, your choice
4 Racial Jammers (one of each type will jam any cruiser not carrying backups) 1 20km Warp Disruptor 1 10MN MWD
The low slots are where things get fun. Two CPRs is common and useful if you don't have decent cap skills or low level of Caldari Cruiser, but you probably don't really need them if you've got a couple million SP to your name. If you want to use Warp Core Stabs they are good too and can come in very handy. My personal favorite though was to use a 400mm plate (don't think I could fit an 800mm, but I can't remember and I can't get in-game to look again for a while) and a medium armor repairer. Yes, a crappy little armor tank so that I could jam and run away, then come back and jam some more. If you fit this, I don't think you can fit a medium gun in the highs, but you may want to fit a small anyway.
The multispectral Blackbird:
In my experience, you don't want to try it without a cap booster and cruiser 4 at least (as well as the cap skills).

lo 2 x basic cap flux coil (- 10% cap + 20 % recharge rate)
i find my cap goes within 2 mins
i have electronics lvl 4 prop jamming lvl 3 EW lvl 3 cruiser lvl 4 engineering lvl 5

Med: 3xDampners/3xRacials (carry these with you in your cargohold, find an enemy, then fit accordingly, dampners on as default as they'll work on anything) MWD, Web, Disrupter. (That Mwd is handy for when you need to keep your distance using dampners. And getting in disrupter range e.t.c. e.t.c) Lo: Depending on cap skills, relays or Ballistic Controls for some extra damage.
The BB is a fine ship, but I like to have a wingman fitted for heavy damage, a Blasterax or something. ------------------------------------------------ I've always owned Kehmor, cheap as chips off Ebay

If your going to be going up against battleships as fleet support, might want to do 1 med nos, 1 rocket/std launcher with defenders, 2 heavy launchers. I know if I see a cruiser doing EW I'll stick a launcher or two on it.

If your going to be going up against battleships as fleet support, might want to do 1 med nos, 1 rocket/std launcher with defenders, 2 heavy launchers. I know if I see a cruiser doing EW I'll stick a launcher or two on it.

You didn't say what you were using it for. I run this setup for ganking haulers:

This is also a really good tackling ship as part of a group, in that role you can replace the low slot stuff with sensor amps.
