Actually, he made me consider one thing- the 4 powers create these ****ing awesome warships that any player would give his IRL front teeth for, yet only make 4-5 in their entire history, almost all of which are destroyed and the rest of which usually fall into the bottomless vaults of EVE's greatest collector. What's the bloody point of that? They might as well not even be in the game since they can't even be taken out for a ride around the block without fear of being suicide ganked for ****s and giggles.
I'm not suggesting they should be made accessible to the common EVE grunt (god forbid!), but why aren't they simply produced in VERY limited amounts? Say, 2 or 3 per year? Awarded annually, like an EVE Honours List? That actually seems to be closer to what the actual fluff suggests.

What a great idea! Perhaps they could even hold a tournament to determine who gets them and give them to the winners! That would be awesome!
