I'm based in a system near 0.0 but sometimes things are a little slow or whatever and I look for other things to do. Usually I do agent missions or something but all the agent missions are courier around where I live and tbh, that drives me nuts.
So I figured I'd have a bash at making stuff for pvp'ing for myself. The question is, can I make stuff and still save money in the long run if I have..
Industry 1.
That's it :) No refining, minimal mining and barely enough skills for a badger mk2

Obfus. gave the short answer. I'll try to expand a little.
If you look carefully you can buy minerals for a low or lowish price. That lowers the need for you to mine and refine. Mining skills or lack there of doesn't matter for the end cost, they only make the mining faster. Refining skills are important if you want to save ISK. Refine lvl 5 and ref. eff. lvl 3, aim for those.
Prod. eff. skill is also very important if you want to save ISK. Another ISK saving thing is ME level of the blueprints. You only need the skills to use 1 lab slot (science lvl 1? can't remember).
In short, what you really need in addition to that industy skill is PE skill at level 4 minimum, that is the biggest single way of saving ISK on module/ammo production. ----- Sable's Ammo Shop at Alentene 5, Moon 4, Duvolle Laboratories Factory. Ammo at affordable prices. |

This should be faster than trying to train what can be a pvp char with mediocre int/mem stats.
While PE4 woth take you to the top of the builders class, it should get you within 5% of their efficiency at a lot less of an investment in skill points.

You might consider making a mining/building alt if you don't want to buy implants or your current character has a ****ty mem/int. A mem +3 and an int +3 will cost around 55mil, quite a lot.

This is NOT a job for a fighter char, it'll simply take too long. However if you just want to make stuff for yourself out of bought BPCs and you can stick to industry 1 and ramp up Production Eficiency to 4. That should be enough to let you build anything cheaper than the market... No matter how you get the minerals...
