I've been in Decon exactly twice. Nothing on scan, about 6-7 people in local.
Dock for 30 seconds. Undock and see about 4 BSes outside.
I see why you want that station turned

If you want to the station turned, fine. However, to compensate, the Balle storyline agent will only be available for level 4 missions, meaning that the steady flow of noobs will vanish, and the only people coming into there will have some experience shooting back at and avoiding pirates like you. Might actually generate a few good fights, instead of the gank-a-thons I've regularly seen and heard about.
Otherwise, leave it alone. Accept that some will get away. |

I think the station is fine how it is, but the balle gate could be moved 90 deg clockwise.
