I was wondering if someone could explain how the implants work and whichs ones i should get if i am trying to speed up traing time

-Implants raise your attributes by 1, 2 or 3 points depending on type (Limited by +1, Limited Beta by +2 and Basic by +3).
-They require Cybernetics I to plug in (Limited Beta requires Cybernetics III for some strange reason) which in turn requires Science III.
-You can only plug in 1 implant per attribute, so no buying two Intelligence implants and expecting to get a cumulative bonus
The ones you should get depends on what you intend to train. Look at the information of the different skills to determine what skills are used in that particular training. Then get the implants which fit those attributes!
For Learning skills it's Memory and then Intelligence. For combat skills in general it's Perception and then Willpower.
Hope this helps a bit. It's a wide subject...

Useful thread. Nice concicse answer.
I know this is a newbie question. But could you expand on how one goes about getting implants ?

The easiest way is to complete all of your newbie missions. After you complete them, you will be sent to another agent by the newbie agent. Complete missions for THEM, and you'll get a Limited (+1) implant.
Basically implants more or less always are gained by agent running. The better the agent, the better the implant.

I do believe you can find Limited (+1) implants as loot on very rare occaisions. I did find one sitting in a can once that looked like a loot can from a ship someone destroyed, since it had some other module in it.
