Ore thieves bring stress to the game. The sure way to eliminate the problem is to modify the ejected containers that we all use on a daily basis. When right-clicked, a simple DESIGNATE ACCESS selection can be used to select either a corporation or individual player.
CCP said they did not anticipate the uses for ejected containers in the beginning. Now that the game is evolving, CCP should evolve to help solve this nagging problem. I am the customer; if I can't come home and play without people screwing up the experience, then I'll find something else to play.

CCP have evolved. They provided secure containers. There is a contraband system coming soomÖ in Shiva that will let you shoot back at ore thieves. In the meantime ore thieves are not a big problem; yes they are annoying, but there are many, many ways to avoid problems with them.
What you're asking for is a free supply of massive secure cans with no restrictions on where they can be placed.

I've been the target of ore thieves more than once and it hurts the most when you are just starting out and you are saving for that first top level cruiser. If you solo mine and you only have 1 char then its always a risk.
Secure cans are that small compared to ejected cargo cans its not worth using them unless in 0.4 or dodgier sec space. Plus you can blast their hauler here.
So the best advice is to mine with a friend and haul every known and then to minimise risk + minimise loss if the buggers come looking for free rocks.
A friend of mine was once mining in a neighbouring system with 2 accounts. APOC and Mega BS miners with harvy drones too. He had 7-8 cans of Plag. A group of ore thieves descended on him. Luckily, myself and another player came to the rescue in our haulers and salvaged half of it.
So if you think they are about. Mininise loss by hauling periodically with BMs to and from station and can, because that horrible feeling that you have just wasted a whole lot of time AND not had any fun either is not nice at all.

There may also be the case of noobs passing by and not knowing they're actually thieving. I mean, I one grabbed a couple things, but mostly because I thought they'd been abandoned there in a fight or something...

As far as I'm concerned, I'm using a Jet Can for convenience and accepting the risks. If I'm really worried about security, then I'll pull out some of the Secure dealies and mine into them. I'd actually like to see a shorter timer on the Jet Cans to try and force more people to use the secure cans - Might help encourage people not to strip mine belts by forcing them to spread their mining over the entire belt, or something...
