Yes you can train it, however it disnt have a purpose other then to raise your indy SP

all older indy players had that skill trained.. it was a need back the. but CCp removed it cors there was coming more and more minmatar refining outposts in 0.0 and no longer saw a purpse for the skill..
Imo not worth the money for the skill. i have it trained to lvl 5 my self.

"needed back then" ... realy ?, from what i heared the skill never served a purpose, it was for an intended module that was never released. Thats why indys have such high CPU apparetly

it was needed for mobile refinerys.. back then you didnt have the ways to move your ores as you have today :) so there was mobile refinerys to refine your stuff and a carrier was able to jump it out. a carrier back then was able to store alot.. they have nurfed alot but also given alot :)

Well you learn somthing everyday . I believe the book is worth the $$$$, they are limited in the number that are left, and just like anything that is rare/ limited there is always somone who wants one for the sake of owning one.
Plus its a peice of eve history now

It was never used for anything and that's why I don't have it trained. 450m is too much for a useless skill as far as I'm concerned, but then I'm not a skill collector either
