Ok got a new untouched char that I want to use for PvP, I like the look and feel of Amarr Empire ships so started him in that area.
Can I get the low down on how to train this guy as pure PvP combat specialist fast and effectively. What should I train first and in what order? Which ships should I aim for first etc.. I want to mainly fly Amarr Empire vessels with this guy but open to other good killing machines as well.

I'll just let you know now. It's not the ship it's the player. Take me, I can afford and fly lots of badass ships w/fittings but I'll be damned if I can kill anything.

Just alittle side note. If you going amarr because its strong right now, it may not be once you have gone deep into the ships in the future. Make sure you pick a pvp that you like! Also I would get evemon like the guy above. Look at the skills and start a plan.

Your question is too broad to give a specific answer. This thread will list you the general skills that you will need to train for practically any ship: Linkage For Amarr gunnery and tanking skills are very important, so focus primarily on those.
The way to make your character effective in shortest period of time is to become a specialist in flying a very narrow selection of ships rather than spread its training over several ships. Pick an Amarr ship that you would want to fly in future, do research on how people set it up (what modules they put on it, how they fly it, etc.), then figure out what skills would apply to this ship. Do this say for 2-4 different Amarr ships to not spread yourself out too thinly and then focus training of your character to be effective in these.

this seems to be an alt, so
respec to int/mem, get some +3 implants asap, do your base learnings to 4, do the int/mem advanced to 4, to the base to 5, train some enr/electronics/mechanic skills, respec again to per/wp and do the per/wp advanced learnings to 4, and train your ships/gunnery. you used your 2 free "newb" respecs, so now you should be good to respec to somewhat balanced and go from there

ill probably want to fly Tech 2 frigs and tech 2 assault cruisers in the long run as these are type of ships that kept creaming me in low sec when I ventured in their with my first char.
Iv actually done the remap in reverse I went and remapped to 15 perception and 9 willpower. So is it possible to train these skills first then remap to high intel / mem and train those?

Oh and I dont have the money with any of my chars to buy +3 implants yet so I guess I can take my time a bit......

What exactly do you mean by base learnings? skills like Analytical Mind and so on?

Yes, the learning skills (there are cheap ones and expensive ones that require the cheap ones to be on lvl 4).
If you want to PvP as Amarr fast I would train for an Arbitrator and that means tons of Droneskills and Targeting Disruptors but less Gunnery (shortterm)... It's the best T1 Amarr cruiser, it is strong in Level 2 (and some 3) Missions and pretty good at PvP.
If you don't want to fly an Arbitrator you go very Gunnery Heavy instead of Droneheavy and fly an Omen or Maller. But I don't like both of them for PvP... Omen is pure DPS but Cruiser DPS is just Cruiser DPS... Every BC outperforms you in every aspect ^^. The Maller is actually usefull as "hard point" because he takes a beating (it's no problem to bring one to nearly 30k effective HP which is more than many Battlecruisers have when not really Tank fitted or Tank bonused.

Read the guide I wrote. My advice is stick to T1 ships, which are fully insurable, and work on damage before you work on tanking skills. For Amarr, you'll need good gunnery, armor, and capacitor skills. T2 lasers rock, T1 lasers suck.
