Tiers between ships are a rather pointless excuse some ppl use to justify imbalance between races but any experianced and fair minded player ignores them and picks the best ship for the pareticular job regardless.
At best all it shows the mineral/build cost and no more.

Ships at a higher level Tier cost more to build, so they are generally better overall then ships of lower Tiers.
Think of Tiers as an order of development, and the following Tiers are "supppose" to be either an improvement, or fill a role that is needed, that the previous versions didn't have.
Look at the development path of any class of warship during the WWII days, and you can see the parallels.
Basicly, get over it, and live with it, becasue it generally makes sense, adds flavor, and there is nothing wrong with it.

the benefit is that you pay 120 mil a tier 3 BS and you pay 60 mil a tier 1 BS.
i now with insurance the difference get lower but still a advantage

In the case of Caldari Battleships, tiers are utterly useless because every battleship has a different role.
Scorpion: EWAR
Raven: Missile Platform
Rokh: Hybrid Platform
All of them are best at what they do (best for Caldari anyways) so the only thing tiers really means for caldari, is the cost. In fact, this isn't limited to battleships only, every caldari ship fills a different role, its not "slightly better", its completely different.
I for one, love tiers because of the price variety.

with battleships this is mainly because a tier 3 battleship is also about2.5 times as expensive as a tier 1 ...
The issue isn't really with battleships imo.
But with t1 cruisers , battlecruisers and frigates it is. t1 frigates and cruisers should get a buff and tiers removed tbh. Make ships like condors , executioners , imicus , probes , vigils etc. usefull .. =S

And look at frigates. Tier 2 and 3 are usable, tier 1 are worthless, and it's justified by the tier system.
All it does is remove that bit more variety from the game. I happen to really like the tier 1 frigate hulls, it's just a real shame the only usable ones are tech 2 variants.

Frigates are fine.
A condor is very fast, much faster than a Merlin...it's a mini interceptor. Same with executioner
Imicus and probe are astrometrics frigates. They exist to scan. They do that fine.
Vigil is the only frigate that can match interceptor speeds. You can get it to hit 4500 m/s rather easily...
