ok what i need to know is if you have to meat primay and secondary skills to pilot a ship. for example i have gal frig 3(traing 4 atm) and space comand 1.
Catalyst takes frig 3 and space comand 1 as prim. secondary is destroy 1 and space com 3.

all of the skills listed on ship or modules you need to have before you can use it - doesn't matter if they are listed as primary or secondary

To be a bit more specific, you need only the top skill in each of the primary, secondary and tertiary boxes. The skills below those (with indents) are prerequisites for the top skills.

Using your example, a Catalyst has Gallente Frigate III as the primary skill requirement and Destroyers I as the secondary requirement. Gallente Frigate requires Spaceship Command I, while Destroyers requires Spaceship Command III. A Catalyst does not actually require any level of Spaceship Command, but you are not going to have the required skills without getting Spaceship Command III before hand.
As an example of how this might be relevant, Command Ships require the Command Ships skill, which in turn requires Battlecruisers V. It is possible for you to lose the Battlecruisers V skill after you have trained Command Ships if you are podded without a proper clone. If you lose Battlecruisers V, but still have Command Ships it would still be possible to pilot a Command Ship as you have the skills required for a Command Ship, but you would not be able to resume training the Command Ships skill until you retrained Battlecruisers V.
