Why do only some expired accounts get an email with the 5 day re-sub [and subsequentally the 10euro resub]
I have a couple of old accounts that I may be interesed in re-subbing but I'd need to check them for stuff and the 5day test is a good one for that

Try it with other accounts, it might work, maybe it's just the email not getting sent.
Or, maybe, they're not eligible for such a resub ? Could be any number of reasons, like, say, a certain number of days since last activation, or certain number of days since expiry.

i think your wallet needs to have 300m+ isk. The idea for a previous promotion was that you'd get a few days free and use your isk to re-sub, i think this one is similar.
^ currently on 5 day re-sub

Heh, I petitioned to have my account re-opened for a day to apply a PLEX, as I had just returned on vacation and forgot to. Needless to say, CCP was kind enough to give me 2 days on my account, and I bought the PLEX only to subsequently forget about it and let the account lapse, again. So, in the end, I paid 15 bucks anyway  .
Not my proudest moment =/
