Reality is that Konrakas is geographically no where near the State's borders.
The Amarrian legal and administrative framework however brings competitive advantages such as cheap slave labour and security for commercial shipping that is not available in areas of 0.0 around the State's borders
This is a straight cut case of successful foreign investment using local resources and Caldari business acumen to maximise returns

The closest Caldari State corporation's strategic asset (Station) are CBD and their subsidary Expert Distribution Retail stations in Tew (8 jumps), and throughout the surrounding constellation (along with Ishukone). The only corporations with assets closer are Viziam and ACN. I highly doubt either of these organizations has the means to effectively use Konrakas's resources as quickly as CBD or Ishukone.
The closest Caldari Business Tribunal station is in Hakshma (11 jumps from Shinaht).

This is why you are jaijii. The Amarrian legal system and administrative framework are cumbersome and restrictive. Slave labour is expensive, undependable, and unexpendable despite what you (the Amarr) would portray.
The "security" you speak of is not "available" in the areas of null-sec near the State for a multitude of reasons, among them a continuing stream of capable Caldari pilots and corporations becoming client-corporations (and alliances!) of CVA because they are unwilling to take the measures and actions necessary to secure for themselves a piece of Pure Blind, Cloud Ring, Tribute, Vale of Silent, or Geminate.

Investors lost confidence in such ideas as NRDS and open, free trade 0.0 after the failures of ISS and Big Blue amongst others. It takes time to rebuild confidence
Caldari pilots aren't being "stolen away" to work slavishly for the benefit of others to the detriment of the State. They come to take advantage of the good business environment and learn about the successes and failures of the Amarrian venture in Providence.
If the model used in Providence and Operation Deliverance can be proved successful, then it will surely encourage others to practice the same business and political model closer to home

Even i am not that harsh. They are expencive asset to me and to Rosa Alba. So we do look after them and allmost all of them live within Imperium providentia. Some commute to work from Casino ROAL. Yes to work. if they do good, we are paying them isk or two. It's good life for them, they are all happy.
After our research is done and we can start planetary harvesting, even more good jobs will open up to good workers.

Hey, congratz. Lots of hard work.
Maybe not the smartest idea announcing a plum like that is in 0.0 space where anyone with a bomb and an idea of Minmatar independance can go for a visit, but hey, I'm the new kid.
So maybe y'all should contact Concord and have them police your gates, get it a sec rating?
You have to ask Concord nicely though. I don't think they cotton to be'in bossed around like the folk you used to build it.
Hrm....where is the wisdom in having a slave construct a space station with things like environmental systems are on it. Kinda like slapping the cook before dinner, aint it?
