I have just happened upon a character trying to steal my identity with the almost exact name, although I found this rather amusing at first as they had made quite a good copy of my face, i then noticed that the bio was identical and the corpname almost the same as my own. As I am currently running a lottery this could cause some problems for my customers. I have been told this is illegal can someone verify this is true?

It is a breach of the EULA // TOS // other rules to attempt to impersonate another existing player or attempt to impersonate any kind of CCP volunteer/employee (existing or invented). Feel free to petition the character in question for name change and/or other punishments.

What Akita said. I had a guy impersonating me, reported it and within 1-2 hour he was nuked. - I'd tell you why but then I'll have to kill you. And to kill you I'd have to log in. And to log in I'd have to stop browsing these forums. Both you and me knows that'll never happen. |

yupe, the advice given is sound. Report them. They always do this whenever someone high profile turns up with a reason for people to send him / her lots of isk.

the topic gave me a brain storm, identity theft as an in game thing, say you are a evil -10 bandito, having a high skill high failure mod that would let you steal an ID of another pod pilot and clone their signal or code or however identity is transmitted allowing you to infiltrate high sec, or slip by war opponents, go sneaky hauling in a pirate controlled low sec.

Not unless they claim that they are actually Leaving Eve.
As for OP, just petition it under character names, impersonation is an EULA violation and imposters will be dealth with. I have a fair share of petitions in that category.

You're right that this used to be the case; creating a character with a too similar name, using zero instead of the letter o, uppercase, lowercase, the whole deal. It used to be classed under the clause of impersonating staff and peer players.
That clause has apparently been changed, the reference to players is gone now.
Short version: no longer illegal. Pray you get a GM who still thinks it is illegal.
This probably came from the move to the wiki, but who knows.
