Hi, I am thinking about playing eve again I have this character with max learning skills and some indy skills (not far from flying a hulk)
I want to try and get my shield skills up for when I get a hulk but I would also like to start to get into combat with this character.
Which race has the most shield tanking combat ships? I guess this is caldari but I dont really like their ships - What are the Gallente and Minmatar ship that are able to shield tank? (pve and pvp)
If anyone could help me decide which way to take my character would be great.
I would like to get my drone, rails and shield tanking skills up along with the rest of the core skills but not sure if gallente/minmatar ships will be effective when I have more points in shield tanking than armour tanking... any advice would be great!

Off the top of my head, Myrmidon and Dominix can get pretty nasty passive shield setups, Myrm even for pvp - but thats thanks to their weapon systems needing no cap. As far as the other gallente ships tho, doubt it, too few midslots for shield tanking, and you will want something like tackle/ speed booster. Minmatar ships on the other had, have quite a few very good shield tanking ships: Cyclone (ok, nobody actually flies this over the Hurricane, but its there), Maelstrom (very good both pve and pvp), and from t2 Jaguar, Vagabond and Broadsword (buffer shield tank), Claymore/ Sleipnir and Vargur (active shield tank). ---------------------------------------------- Some people say you should fight fire with fire... what is the role of the Ishkur?
or would i be better off aiming for something like a Vargur?

Shield tanking Armor bonus ships are win. 
I'm serious.
Edit: Ishkur is win also. Most Fun I've ever had in 3 yrs. And it doesnt make you vomit from staring at ugly design for hours.

You would be best off flying Minmatar, if you don't want to fly Caldari.
The Cyclone battlecruiser (and its Tech 2 equivalents) shield tank, as does the Maelstrom tier 3 battleship. The Vargur, the Minmatar's Marauder class ship, also shieldtanks. For these Minmatar ships you'd want to boost your skillpoints in Projectile turrets, however, not Hybrid turrets. Drones would still be very useful to them however so don't neglect those skills.
With Gallente a few of their ships can shield tank but it's not really the intended way of doing things. If you do choose to fly some Gallente ships, however, you don't require THAT much skill investment to do it. Repair Systems 4, Hull upgrades 5 (aleady required for a lot of T2 ships anyways), and the armor compensation skills (Kinetic, Thermal, Explosive, and EM) to 3 or, idealy, 4.

There's a few fairly viable shield tanked gallente fits actually 
Ishkur is doable either with a buffer or a deadspace small booster.
The bigger ones generally have enough mids for buffering too.

OK I have decided to go Minmatar cruiser would be the best in PVP and which would be the best for PVE?
I was thinking a rupture but most of the set up I have seen suggest using armour to tank, same for the stabber :(

If you have the patience and the isk, you can skip over the cruisers for a Hurricane. The BC works very well with a passive shield tank fit, and will get you through all L3 missions and a good amount of L4s (as well as ratting).

Minmatar are the worst for PVE, I would recommend not choosing them. I would recommend Caldari.
1. Everything is shield tanked. 2. Everything is best-in-class at PVE. 3. They have AWESOME shield-tanked Battlecruisers, Battleships, and Capitals. 4. Shields will never be as good at PVP as Armor in the frigate/cruiser level, so why try? Why not play to your strengths and go for the shield tanked ships that really excel.

The only worthwhile minmatar T2 ships shield tank.
And a few of their T1 shield tank as well.

IDK, since you are gonna take a while to gain your skills to a proper fitted BS I say go MIM also. They might be the worst big ships in PVP now but I think the big buff is coming for mimtars considering how much attention has been given to them in the last few months.
I think all the poor peeps who are training ammarr BS are going to be let down. IMO Mims are gonna be the next best ships, winter they prob will fix tempest arty and all the mixed bonuses and mnake mim a sturdy ship class.
