ok so...for the last 2 or so months, every time i try to mirror my eve folder then download the tq to sq patch i run into problems. 50 percent of the time the link doesnt work to the patch and the rest of the time the server cannot be found. is the test server down for good or something?

Apart from that, you're better off copying the whole live client to the test server folder every time they do a major patch/change, and THEN patch it. That keeps any issues at bay most of the time.

I'm also having problems connecting, it just says: "Status Unknown".

Chances are they are applying the new mirror.
It may not be back up for another 12 hrs. Hard to say though.

Noobs. 
check out this site to get the upgrade patch.
The linky should download you the proper exe.
I suggest you temp copy your test dir, in case the patching process corrupts it.
