The subject pretty much sums it up, doesn't it? I'm playing around with mining, but even when mining in relatively high-security space (0.7) pirates spawn from time to time.
Having a weapon (even just one) on the mining ship means you can fight them off, but that cuts into your mining yield, because the weapon takes up the mount point that would otherwise be devoted to a mining laser.
If I don't mount a weapon my choices are either to run, or to hope that my shields and armor can tank the pirates indefinitely.
What's the best way here?

Use light scout drones. They are enough to handle any hisec rat.
I think my Bantam had 1 light drone, which was fine for mining down to about 0.7 Lower than that an you'll want a bigger ship (Osprey can easily handle 0.5) and more drones (4 is plenty).

If you can find a 1.0 system, mine there. Pretty much Veld only (good prices right now) but no Rats. Because of this, theres always a fight for resources there. (Fight as in, they go quickly)
Typically, no. Mining for isk typically means you want to maximize your income. So no, no weapons.
In short, get into a large ship for mining, and you'll be better off. Cruiser or Battleship. Mining barges also work very well and are quick to train for. And as someone else said, Drones are enough for any highsec rats. -----------------------------------

I mined with a Tormentor when i had just started. With a small armor repairer fitted, I could survive even 0.5 rats long enough for my drone (a single hobgoblin I) to kill them.

Just a helpful tip that took me a little while to figure out... "Pirate" is typically used to refer to players shooting other players for fun/profit/whatever. "Rat" is typically used to refer to NPC ships that spawn in missions and belts and shoot at you.

A good solution, relatively early in the game, is to find a ship that can hold a few drones. Mining drones don't contribute a whole heck of a lot to your yield, especially when compared to a mining laser. You can grab a couple combat drones and bring those out to the belt with you. They'll generally be enough to scare away the rats in highsec.

Ultimately this is what a lot of miners do. A properly fitted hulk can tank rats almost forever.

As has been indicated above - Drones - are the weapon of the miner.
Any ship you might use that has a high slot open - has a slot you would prefer to have a miner installed in.
Your problem, if you are just starting out and you are Minmatar - is that the Burst, the Minmatar mining frigate - does not have a drone. The solution - is to cross train another factions mining frigate. All of the other mining frigates carry a drone.
The Navitas and the Bantam are about the same - 2 Highs, 2 Med, 2 Low, 1 Drone. They have the same general configuration but differ in some of the details of their attributes.
The Tormentor - 2 Highs, 1 Med, 3 Low, 1 Drone is a little bit different. It can carry more ore since it can use an extra Cargo Hold Expander but you have to make a choice between having an AB or a Shield Booster. The AB & Shield booster both help it survive rat attacks and the AB is very handy for getting around the belts.
You can get into another factions Mining frigate with Faction Frigate II but you actually want to train it up to Level IV at least to get that 20% mining bonus per level (as well as the 5% cargo capacity boost). These bonus's are the reason you want to use a mining frigate for mining as opposed to something else.

This is a false dilemma. Amarr ships are armor tankers... you use an armor repairer in a low slot instead of a shield booster in a mid slot. Use the other slots the same way as you would on the Navitas or Bantam.

Joe - this is a mining ship - all mining ships and all Industrials are by default shield tankers because they've got better things to put in their lows than their tank. Yes - you can go ahead put an armor repairer in that low slot but I'd rather have the cargo capacity. This is one of the things that gives the Tormentor an Edge over the Bantam and Navitas as a Miner. If you are using Miner II's it also helps deal with that flood of ore coming into your hold especially if you've got Expanded Cargo Hold II's in those low slots.
My tactic during my little low sec experiment with mining in a Tormentor was to fit the AB - then out run the rat destroyers until my drone killed them. Now ... I gave up on that idea ... but it wasn't because I couldn't handle the .4 rats without a shield booster - or an Armor Repairer. I gave up on it because it was a waste of my time since I could make a lot more ISK mining Veld in high sec and just buy those low sec minerals I was down there to mine.
I was using the Tormentor for the experiment since it was nimble and expendable. If I'd thought what I was doing worth while I'd have started trying to use a better ship ... but it wasn't ... so I didn't.
