Is there a "best" or even better race for PvE missions? Or all of them considered equal?

You can fly any ships you want so don't worry about re-rolling your character.
Otherwise, yeah, Caldari ships, Gallente ships, Amarr and Minmatar, in that order, is my opinion too.
The Caldari have some good missile boats, and missiles make PVE missions easier. They do good damage with not many support skills required.
The Gallenteans have some versatile boats (cruisers and battleships) that can be re-configured for PVE combat, hauling, etc., and because they used drones as a weapon system, their boats have a lot of grid and CPU available for installing armor defenses.
The Amarrians have good DPS and good tanks, but the laser weaponry they use is good for the local NPC thugs (and Amarr missions), but may be resisted by the other NPC pirates.
The Minmatar ships I think use a combination of missiles and autocannons, and thus you need to get in close, which means you have to have a good tanking setup installed on the ship to survive.

I would say Caldari for overall versatility plus Amarr for those pesky Bloods/Sansha/Drone missions. Gallente are decent overall too, but you'd do much better with dual-training Caldari and Amarr instead, switching from Caldari to Amarr ships and back according to mission at hand.

Can you clarify what you mean? As stated above race doesn't really matter for what ships you want to fly, but faction quality is very debatable if you mean what agents should you work for.

Can you clarify what you mean?
I presumed it was simply which races' ships are best (quickest) at running missions.
And since I've responded, I'll support the Caldari > Gallente > Amarr > Minmatar response too. Missiles + Shield tank are great for missions; drone-boats (& middle-of-the-spectrum damage type for rails) are a relatively close runner up.

If your only goal in EVE is missions Caldari. If you want to PvP to Gallente.

Wait untill you hit the lvl 4 blood raider missions, you'll be really happy you chose Amarr. As for me, I just change out to EM missiles.

Amarr run into trouble against Guristas, Serpentis, and Angels, but are better than anything against Blood, Sansha, and Rogue Drones, which are the most common adversaries in Amarr space anyway. I trained Amarr first, and am cross-training to Caldari now for versatility.

Caldari is the obvious choice.. shield tanks, good damage/range and switchable damage type.
Amarr and Gallente are about even IMO. Amarr has better damage/range, but limited to EM and prone to some cap issues for new players. Gallente has mostly switchable damage types with drones, and decent DPS when looking at sentry/rail fits.
Minmatar sucks, endof. For those of you lumping amarr and minnie in the same boat - I want some of whatever ya'll are smoking. I used to run a paladin for amarr missions and considered running a minnie BS for the two angel missions I get, but after running the numbers, the paladin edged out. That's with minnie BS 5 and large projectiles 5.

A lot depends on the level. For frigates missions, the only downside for Amarr is having to get up close and personal in most cases for energy turret effectiveness. Once at range, you are golden. At the frigate level at least, Minmater don't suffer anywhere near as much as its made out and they are a lot faster to boot. A decently fitted Rifter (Minmater) honestly runs level I runs as well or better than a Merlin (Caldari) or a Tristan (Gallante). Higher level missions are likely different, but you'll start out on the lower ones and for those most any decently fitted combat frigate or destroyer works well.
