Currently members of our corp are engaged in a furious argument over wether or not a black ops can jump itself to a system within 2-4 lightyears (not sure of the range) without having another character dropping a covert or regular cyno. As in the blackops can jump itself solo. I'm on the "needs a cyno!" side. Just want to get info on this topic, as it's been impossible so far to get an accurate answer through searching.

Was it ever possible to jump Black Ops by themselves without a cyno ?

Being a black ops pilot myself I can confirm that you do need a cyno. I haven't checked but it should be mentioned in the EVE Wiki. Check out the sections for cyno's and covert cyno's as well.

It was not that obvious when I first became a BO's pilot.
No, BO's need a Cyno from another pilot to jump.
But it would make sence for BO's to be able to self jump.

BO's ought to be able to self jump but ONLY jump-bridge through the use of a cyno. That more or less resolves the primary concerns I'd have with it (beyond the exorbinant cost)

Why should a BO be able to self jump? Yes, I agree it would make a lot of sence. But not a lot of sense. And if cyno'ing in is a concern of yours, you need to train your own covert cyno alt if you don't trust your covert cyno pilot.
