We need some way for a fleet commander to be able to get intel from their fleet in a better manner. Something like a map view where enemy ships detected by any member of the fleet show up. Also a solar system view with the same.

Great idea. I've always wanted to turn my scouts into guided camera systems, so that I remove any challenge for them while dumping the combined data of five covops pilots in five systems into one screen in front of me.
With the human aspect removed, I will be free to look at all the information at once no matter what else is going on, decide what is relevant, issue orders based on my instant analysis of a thousand points of information, and order my 50-pilot fleet into action.
Even better, why can't I just control my entire fleet directly? There has to be a better way than this silly human interaction! ---- Suddenly Ninjas Blog: My Loot, Your Tears

Originally by: Paul Clavet Sarcasm.
To be completely fair to the OP, a similar system already exists for real life militaryy units in which the positions of blues is updated automatically, but said blues enter hostile reports in and it is these reports that show up as icons on the commanders' maps. Although a completely automatic system would suck as far as requiring scout interaction, certainly something like this with user reports would help, especially if the ideas for forcing small-unit combat go through resulting in an upper-echelon FC having to keep track of a lot more moving parts. ----

Yeah, I guess I was being a bit hard on the OP.
Still, if you've FCed for more than about a dozen people, you know that information overload happens quickly. Having human scouts who you know and trust filter information to get you exactly what you need now and save the periphery for after the crisis is key. ---- Suddenly Ninjas Blog: My Loot, Your Tears

The simplest thing CCP could do is to allow 1 person in the fleet to switch point of view from his ship to any other ship in his fleet - including Overview data
