is cheap because its not perfectly specced in one direction, and is versatile. (some people consider this a waste)
however, it has almost perfect learning skills, and can use t2 drones, t2 torps, t2 rep drones, t2 tank items, etc...

this char can fly an ECM scorpion with t2 torps, or a dps maelstrom with large artillery.. no interest?

Originally i specced the character, to train learning skills as fast as possible. Then , when i had nearly perfect learning, I respecced towards ships and weapons skills. Thus, the super high perception. When respeccing, I also carefully made sure to take advantage, wherever possible of the point spreads to gain 2 for 1 where possible, and to never lose 2 points for one... If you know what i mean...
