I know it is an old topic, but I have yet to hear any official word or standing from a CCP representative. I apologize if this appears as a rant, but I would just like to understand the current position and direction the game is going in regards to the following:
How does someone gain access to a skill, which appears to be only available at character creation?
Some specific examples are Production Efficiency or Astrogeology; key skills in staying up with the competition in regards to mining and building. While these skills didnĘt seem to be a bother, I find my character competing with competition which is selling items at or below construction costs on a consistent basis. Upon questioning, I find they created an alternate character with these skills and are using multiple characters to accomplish a single task.
While I do now this is a relevant option (Creating another character), one of the main items boasted was EVE online had a character system where a player was not penalized for making decisions at character creation because they would have the ability to choose and change paths in the game. At present time, this is not an option. Thus to continue to face competition I have to run multiple characters or restart from scratch.

dont forget research, metalurgy and frigate construction, all working skills, usefull skills but only avaible from character creation... bouh

This really needs to be addressed, I have 3 weeks in on my characters and have learned enough bout the game to know I REALLY need the astrogeology skill. Now I am contemplating starting over. With the other MMORPGS I have played I have had to start over soooo many times, at least 15 characters before I got it right in DAoC and 30ish channelers in SB. In each case I just got burned out doing it OVER and OVER mainly becuase there is not good documentation to the games. Nowhere did it tell me... HEY be careful there are certain things you have to choose at creation in Eve. When I left each game the major portion of the reason was that I was getting tired of the game and I remembered being angry at having to do things OVER and OVER and not being offered a reasonable path (including a lot of work) to fix what had gone wrong. There is no way to get these super complicated games right with character development on the first try or in some cases in the first 10 trys. All I need to know is this... Do I have to restart my character to get the astrogeology skill? I really hope not. I'll do it if I have to but I assure the makers of Eve I'll hold a grudge for it I won't forget.
Its time to address this Issue CCP, all you have to do is say "We are not going to make these skills buyable on the common market in the forseable future" or "We intend to make skills X,Y,Z availble on the open market soon."

I agree completely, lack of information on CCP's part and similar arguements for other comparable skills (that DO exist in game) like Efficient Refining make this decision/practice inconsistent. I am day 1 retail, not beta, I didn't see instructions where it said I couldn't purchase this skill at a later time. I could make an alternate, buy why should I. CCP PLAEASE ADDRESS ISSUE IN SOME FORMAL way so that this is answered once and for all. I have seen this question on these boards many, many times but I haven't seen an official response. I SHOULD be able to buy Astrogeology at some point (maybe after Mining 5) or Efficient Refining SHOULD be made to be a starup only skill received by attending the proper school.

As a miner...I would really like to get the Astrogeology skill that I didn't get during character generation more than 3 weeks ago.

I understand the need/want of some players for some skills to be rare pirate drops. But it makes no sense for these skills to be new character skills. I too would love to have the production efficiency but am not interested in starting over.
I have an open mind, and an willing to hear any kind of valid, down to earth(eve?) reasoning behind it...
Is there some kind of nice skill combo that can come out of these that we haven't looked at yet?

As a follow up: To gain access and use the isolated skills is rather easy, because of their specific roles. For instance, just create an alternate character for building, spend a few days of training on the one specific skill and then you are set.
From a statistical and mechanical point of view, you still gain the full advantage. In fact you actually gain more, because you can leave the Alternate at the station and be elsewhere. Where it comes to bother me is it ruins the role play concept of a single character.

Some skills availible only at creation which are currently working (as far as I know)are, Astrogeology, Refining efficiency, Research. Others are Memonics, Black Market, Some other socially based skills, and I think there is one that decreases either mineral efficiency research time or production efficiency research time.

Refinery efficiency is available on the market--that's how I got it.
The start-only skill that reduces mineral efficiency research time by 5%/level is called Metallurgy.

According to www.evegate.net Pann posted the following on IRC:
<Pann> Let me explain this: There are some skills available in character creation that we decided during Beta would be dropped from the game. Those need to be removed. There are some skills available in character creation that cannot be purchased on the market. Those need to be available for purchase. There are skills you can get in character creation that cannot be trained until you have the prerequisite skill and we need some sort of notice about that to pop up during character creation. All of these things are in development.
Too bad we couldn't get that info right here.
