1 sheild, sheild amp, 3 warp scarmbersl, 1 mwd,
2 cap chargers or warp core stabs

Or, most of the above with 4 multispectral jammers in medium slots and a webber/warp disruptor in the remaining two, for an electronic warfare setup.

go with the second guys topic, the blackbird is a support ship that is built for jamming. If you only fit warp disruptors, you'd be dead pretty fast.

5 damps, 1 sensor booster/MWD/shield booster
2 relays/diags
