Still pretty new, doing lvl 1 missions and only about to start doing lvl 2. I keep hearing about sisters of Eve and their epic arc. How do I start this? Why would I want to? What is the story behind this faction?

I can't comment on the lore beyond telling you to read the descriptions, websites, etc. Gamewise, they are a somewhat neutral faction which offers at least one epic arc chain of missions designed to be completed earlier on in your career.
You get the epic arc agent by completing one or more of the 10 mission rookie arcs which you get after the crash course that your first agent sends you to. Those rookie missions yield 2 combat frigates, 2 mining frigates, 2 industrials and various skills to train up and some nice items, so doing them makes sense for new players and even ones who are semi new if you haven't done them.
In terms of why you would want to do them, the payout is roughly 10X what you receive for level 1 missions. If you skipped the rookie chains, you can always go back to the planets and pick them up. All 30 rookie missions can be done in one night and net roughly 2M ISK overall on top of the item/ship loot. I'm not sure if you can pick up the epic arc without having completed at least one of the rookie chains...others would have to say that. Like all storyline missions, the payout, items and rep are all higher so they are worth doing if you are mission running at all.

If one of my previous agents told me to go talk to a SoE agent to start the arc then i missed it. How do I go back and find out who I talk to in order to begin this arc?

I stupidly skipped the "epic story arc" - is there a way to go back and do this?

First, check people and places under agents to see if the sisters were added and you might have just missed it. The Sisters of Eve are based out of Arnon in the Essense Region, so if you have an agent from there...bingo.
If not, you can always go back to the rookie worlds to pick up the rookie storyline tutorial chains:
Amarr - Pasha, Deepari, Conoban Minmater - Hadaugago, Embed, Malukker Gallente - Couster, Trusserc, Clellion Caldari - Akiainauas, Ultra, Jouvulen
The rookie arcs which lead to the epic are Cash Flow for Capsuleers, Making Mountains out of Molehills & Balancing the Books. They are repeatable up to a certain # of times from different agents, so if you did them and just lost the bookmark, you can pick them up again from other agents and repeat to access the chain.
