a very good setup would require lots of isk, and named mods,
best i can think of is
{high}
6x arbalest siege launcher
2x L Nos devices (tech2 or named)
{med)
1 XL clarity ward
1 Shield Amp
2 T2 cap rechargers
2 Shield Hardners (EM + 1 other)
{low}
2 ballistic mods (guristas dread ones are the best)
4 RCU II's / PDU II's (anythink to fit the above and increase cap recharge is good)

WTB raven with 6 low slots
Otherwise its a fairly good setup

If you want to go for "stock" equipment, give this a try.. I don't know how many SPs you have, but judging by your post you're not too experienced :)

6 x named siege launcher
1 x 100mn mwd
2 x med shield booster for some quick boosting
2 x cap rechargers
1 x sensor booster
5 x ballistic controls

for a save setup get
Med1 1 xlbooster 1 amp 2 hardeners (depending on race you fight) 2 rechargers
low 5 diags
For more dmg
Med 2 mwd's 1 shieldbooster 1 sensorbooster 1 caprecharger
Low 5 ballistic
Always get bookmarks from the belts you hunt at.
with the mwd setup i suggest getting bm's far out

Why would anyone wanna waste more than 2-3 low slots on ballistic? You wont gain much after the second module. Unless ccp changed something in the last patch

well cause i dont need the low slots with my setup and using belt bookmarks .
its wont give much more rof and damage but every bit is something.
tried it with 2 ballistic controlls , rcu's and 2 425 mm's but those wont do enough damage to make a big difference i personaly like the slightly more rof and damage on the launchers then.
