I too would like to know this, I'm assuming it'd be done by adding up the rolls of two dice and subtracting 1 (since otherwise getting 1 would be impossible), but would be good to get confirmation.
1d9999+1d1909-1 perhaps?
My maths is a bit rusty so I've no idea if that gives an even chance for all numbers.
Above is not a solution. This presents a bell curve (which is why 7 is the most common number when rolling 2 dice and snake eyes (2) or boxcars (12) is the least common.
Of course I have ticket #9000 FTW so it doesn't matter what system is used

Speaking for myself (and I've been in-and-out of the game since the 5th day of it's release... check my character's birthdate sometime) I'm impressed with the restraint and the level-headedness that was exercised by T'Amber throughout a rather difficult 24 hour period (and with exceptionally little sleep). I've seen too many of these things devolve into a nasty and pointless set of bickerings which spoil the event for all involved.
The re-roll 'live' was by far the best call in an admittedly impossible situation. Eventhough I was not a winner in the re-roll , I thouroughly enjoyed the whacky entertainment put on by T to keep the masses happy... It was a great time had by most during a challenging event.
My iskies will be in for Fleets of EVE and any other future lotto run by T'Amber. I want an opportunity to get on another killmail as an involved party inflicting "0 hitpoints"... and maybe an EVE Fleet, washed and waxed by T'Amber.
