last time i warped alone with my thorax into a belt and i got in 10 km near 3 defenders. without chance to escape they activate warp scrambler + web stasifier + cap leecher (!!!) i got 2 of them killed but at the 3rd i went out of cap and i had no cap booster fitted. unfortunality all three fired missiles at me. remember: chief defender are vexor cruiser. VEXOR cruiser doesn't have any missile hard points !! how is it possible that they fire missiles than? crap it men, got the thorax only a few hours before this.

Well, they are pirates..
Pirate pilots may have low IQ's but their mechanics are obviously very skilled.

Or for the out of character answer, npcs lack the intelligence and creativity of a real player. Therefore NPCs are normally given 'cheats' to make up for the lack of IQ. If the NPCs were restricted by the same rules as players, we'd tear them apart.

It is possible they may be using a different version of the Vexor Ship. Just because it looks like a specific ship, does not mean all of the features are the same.

I checked the TTI database and there is a "Guardian-Vexor" that has a launcher slot that a regular Vexor doesn't have. That's probably what the pirates fly.

Personally I would go with Jash's answer. I don't like it but it at least makes sense. An is pretty bulletproof.

I warped in at 2km from 4 defenders and a baron. killed them all. didnt feel too good tho... had half armor. then agian, I was stasised, jammed, and had cap being drained. HOWEVER, if you give me 3 punishers, I'll bet you would LOVE to have 10 of them doing their little thing on you.

wait... defenders are the cruises...
I've never been put at less than half sheilds by them...
They suck. 4 of them soldiers are nastier.

Serpentis Chief Defenders are in Vexxors, i dont believe ive ever seen pirates by the title of just "serpentis defender"
guys you will notice pirate ships are different colors to normal?
Also, around the time the heavy cruisers where introduced to beta it was anounced that NPC pirates and Convoys would be using customised ships. These ships would have their own special configs, different to the player ones, and we would also see ships that players couldnt fly.
I think it was Campion who posted it...

Two types...Defenders, which are in Tristans, and Chief Defenders, which are in Vexors.
