Many aspects of eve have to do with trusting the people you deal with, probably even more so with Shiva and POS. Real reputation and notoriety are one thing, but why not have a set of skills that would help you to have a rough idea about the guy who tries to make a deal with you?
FRIENDSHIP
Each level of this skill will let you select one "friend". When someone wants to be you friend, you must accept it before it becomes effective. To accept friendship, you should have a free friendship slot.
Once you become a "friend", you will share all his or her opinions about other characters. In other words, if you have never met me but your friend has set a +10 standing with me, then that is what you would see when viewing my bio. "Your friend 'Humbug' has +10 standing with 'Marcus Khan'". Both the highest of the positive standing and lowest of the negative standing that your friends have set would be displayed. Of all non-neutral values an average figure would also be visible.
GOSSIP
With level one of this skill, you would not only get your friend's opinions, but the opinions that their friends have aswell. With each level the gossip would reach deeper. On level five you would know what a:
friend's friend's friend's friend's friend friend
thinks about me, should he or she have an opinion about me. The closer the opinion is to your personal friends, the more it weighs in calculating the reputation average.
OPINION LEADER
Every level of this skill increases the weight of your opinion by +1, where the weight of an opinion is 1 by default.
REPUTATION MANAGEMENT
Every level of this skill completely nullifies one relevant negative opinion about you, beginning from the worst. If only one person in your friendship network has set a negative opinion about "Marcus Khan", then if my reputation management is level 1, it is as if he had said nothing about me.
INFLUENCE (prereq FRIENDSHIP 5)
For every level of this skill, you may let ten people to become your "audience". It is as if you were a friend to them, but they would not be friends to you. In other words they would benefit from your evaluations while you would not know a diddy squat about their opinions.

The effect of all this would be that you would be wise to choose your "friends" well. Better pick the kind of people who would have made alot of ratings that you could agree with, and whose friends in turn would make similar kind of beneficial ratings of other players. The bottom line of all these skills would be that when using them, they would help you to quickly determine whether the pilot you've just met is going to be a troublemaker or not.
Now tell me why this isn't a great idea?

...but would anyone bother to spend the time training these skills? You could get the same effect, surely, by just eve-mailing friends or posting a "what do you think of Bill?" message on your corp forum, and it'd be more reliable.
Am I missing something?
