The Hull tanked Domi is as old as reinforced bulkheads themselves.
This topic has been discussed many times before (at least in the two and a half odd years I have been playing EvE).
In general, it is a useful baitship setup, though an armor tanked and rigged domi sports more EHP. The less expense and improved hilarity factor are what make hull tanked bait-Domi's different, and at times fun.
For pretty much anything other than baiting or leeroying your complete lack of mobility makes this sort of ship practically useless.
Enjoy it though, flying one into a small gate camp is fun if only for the lulz in local.

Also, you spend about 30% of the fight time on fire.
Which make it much more win :)
