1) If an NPC or player targets me do I always automatically target them if they are in range?
2) If I target someone do they automatically target me?
3) If someone targets me is it easy to break that lock and cloak and how is this done?

1) Eve have an option for you to set how many targets you want to lock back 2) If he have this option enabled, yes 3) Not so easy, but have some ways. ECM is the name. You can try using dampners (can be usefull for cloaking ships and targets a little far away)

1. There is a setting called "Auto Target Back", Press Escape, I think its under Settings. It's in the middle on the bottom, change it from 1 to 0.
2. It depends on how they have the above setting set.
3. If someone targets you, you can not cloak. You can dock, warp away, or jam them. If you're in empire and not at war/not aggressed to them, I would recommend against jamming.

if, via the esc menu you have auto targeting set
again, if they have auto targeting set
by MWD'ng out of there target range, dampening them, ew them.
cant cloak if locked

If you ever plan to PVP, my advice is that auto target back is set to 0. Using auto target back is dangerous and can get you concorded, if you fight together with alliance members in empire. Besides, it's not really useful anyway.
Example: You are main tank. Alliance mate tries to remote rep you. You target them back and accidentally fire on them. You get concorded. Alliance mate is still trying to remote rep you, gets flagged and concorded. Seen it happen.

Thanks for the replies.
I'm sure that I've had my lock on someone disabled (i.e. unlocked against my will) and I thought this was done through ECM or ECCM (EWar is new territory for me). Using this method I thought I might 'break' the lock on me and cloak.
Have I got this wrong?

I thought if you were in a corp/alliance with someone, you can shoot at them at anytime if you wish. Or is this only true for being in an actual Fleet with the person? (Play out of 0.0 so not much experience with CONCORD)

You are only allowed to shoot corp mates, not members of your alliance, nor random people you fleet with. If you could shoot fleet members freely, it would be a major scam tactic for people trying to gank mission runners under the pretence of wanting to help them out with a mission.

And indeed it was, back when something very similar to this was possible (you used to be able to shoot anyone in a fleet with someone you were at war with, so it was possible with multiple pilots to invite someone to fleet such that one of your guys can gank him - the so-called Lofty scam).

ECM will disable all locks held by a ship that it successfully "hits", so if you successfully use ECM on a ship that's locking you, it will break the lock. Another option is Remote Sensor Dampeners, which can reduce a ship's locking range - and if the new max locking range is less than the distance to you, the lock will also break.
RSDs are often preferred for this use by ships operating at longer ranges (e.g. Stealth Bombers, which typically engage at 50km+) since their effects are guaranteed*, while ECM is entirely chance based. However, ECM will disable locks if it works regardless of the range, while reducing a ship's locking range from 80km to 35km does little good if you're operating 15km away.
Mind you, it should be noted that both of these are considered offensive actions, and if you don't have the rights to attack the guy will result in you getting CONCORDed in highsec, or getting a GCC (and sentry fire) in lowsec. If someone "broke" your lock in highsec without aggressing you, it was probably simply that they flew out of your (unmodified) maximum lock range.
(By the way, ECCM is a module that increases your own sensor strength in order to improve your "ECM resistance", as opposed to ECM itself which is an offensive module used against other ships.)
* So long as you're within the optimal range of the RSDs; beyond that they suffer the same "might not hit" mechanics in falloff as weapons
