Pretty simple really, it's a crusader meant for small gang work.
High:
4x Dual Light Pulse Laser II (Scorch)
Mid:
Warp Disruptor II
1MN Microwarpdrive II
Low:
Overdrive Injector II
Nanofibre Internal Structure II
2x Tracking Enhancer II
Orbit at 12km, point, shoot. How's it look?

Pretty much a standard cheap fit, although I would definitely swap the overdrive for another nano, you need as nimble a ship as possible to maintain an orbit close to web range.
If you wanna spend the money, putting in a pair of locus rigs is well worth it as it'll push your range out even further (and out of overheated web range)
They'll be nice and cheap after the rig changes as well =)
edit - Also I would swap the MWD out for a catalysed cold-gas, it'll free up a bit of cap. And if you don't mind overheating your point as you get into range you could swap the disruptor out for a fleeting warp disruptor to free up even more cap.

My Crusader with a DC II laughs when Nano'd Crusaders try for a dogfight.
The extra EHP has saved my life so many times it isn't funny.

If dropped the nano or overdrive and replaced it with a DCII or ANPII, would this be more suited to 2-4 man fights?

I like the original fit, but, thats just me. Maybe for 2 player fleet you'd want the ehp, or solo.
