If you come across any pilot that has a red background, flashing red, or skull and bones (meaning bounty right?)...can you attack without worrying about CONCORD? Also, do you have to pick up the bounty on a pilot to get paid or if you randomly come across one and pod him will you still get the bounty?

You can shoot any pilot who is red.
Bounties are paid automatically on destruction of the target's pod.

yep, only killing the pod gets you the bounty

It's worth noting the bounty system in EVE is more or less useless. If the bounty is of a substantial value, the target will just jump to a non-implanted clone and have a friend/alt pod him.

You can actually go a step further and say there isn't a bounty system in EVE.
It's there just to interest new players.
