and yet CCP do **** all about it. Do you not realise your driving away your own playerbase by letting these people kill ibises all day? I know 5-6 people who quit because they were jetcan mining and they got blobbed by gangs of 10+ ships.
IDC if i get called carebear etc, because i know im one. makes you wonder why they pirate ibises.. scared of the real pvpers are we??

That's allowed seeing how you're not abusing the game mechanics and shooting helpless newbies.
I once got my Retriever blown up in Todaki when I first started (few weeks into the game)...got it reimbursed once I petitioned it (although I bought a new one...). However, I saw the same guy doing the baiting the next day. ![ugh](/images/icon_ugh.gif)

You have to shoot them to get into trouble. There is no rule about not dropping cans. If you shoot them and someone reports then you will get suspended or banned.

when I go in starter system I play a little game
I drop a can, named free stuff or something like that.
the moment a noob take it, I web and scram him, and give him a choice:
he can either stay with me for 15 minutes to learn that nothing is free in eve, he can tell me a good joke or do something funny/distracting and go away.
The good guy that take it reasonably get 1m isk (normally they go batsh*t insane bout' that MASSIVE sum) and I give them headers about learning skills, implants, fitting for missions and the good way to start off in this game.
that's my way of balancing my karma anyway.
it ends up beeing some funny evening!
