Ok, I've about had it with people logging an alt on in an enemy system and going afk so miners won't mine, and pvpers go mad trying to find them. I think it is ridiculous that people can affect everything without actually doing anything. It would be a legitimate tactic if they were actually doing something to disrupt things, thats not the problem. I have an idea, though, that would help.
A new PoS module.
It would be similar to a Cyno generator or Cyno jammer. It would require Sov 3 to anchor, and when activated, would create an electromagnetic pulse that would make cloaking in the affected system impossible... all cloaking. This would allow defenders a chance to find the trespasser and kill/run them off. Obviously it would have to have limits, like a 10 minute effect time, with a 50 minute cooldown or something. you could even make the fuel cost to activate it very high, but it would end the issue of afk cloaking in enemy space. It would force people to be at their computer, paying attention. I think it would make things more interesting too. Cloaking would again be a strategic tool rather than an exploitable tactic.

Productive feedback please, issue is AFK people using cloaks. I am looking for a solution that would not seriously nerf cloaking, but would prevent people from exploiting it.
"Get over it" is not productive. A good defense of AFK cloaking might be, as would a counter idea.
For the record, I fly cloaking ships a lot. I enjoy them. I don't want to see them nerfed. But I do want an end to any advantage that can be achieved while AFK, ie (cloaking in space or sitting in station while AFK, macromining, etc.) In addition to being infuriating, it is a load to the server. CCP is always trying to get lag down, and getting rid of AFK players would probably help alot.

Your proposal is flawed. There is no way to know if someone is AFK. If they are AFK you don't have to worry about them - they aren't there to do anything.
Your proposal would affect non-AFK cloakers, not the AFK folks you have presented as the problem.
Cloaking works as intended. No change needed.

Probing cloakers should be possible but not easy. This nerf is on the way apparently.
People farming you? Its because you're letting them, bait them, protect your guys, camp them make their life hard, they will leave and find someone easy to kill. Or continue to give them easy kills let one guy with a cloaking alt take over your system.
Where are you based btw..

The nerf bat cometh. I've said it before and I'll say it again. First was nos, then nano, next is cloaks.
No one wants to baby sit miners. And giving anyone complete immunity is lame. Especially when people are actively defending thier space. Afk cloaking ranks right up there with station peek-a-boo. The difference is you can safely ignore station huggers.

I've bolded the important part.
That in itself, is no reason to nerf cloaks, infact as many have said, how do you know they are afk? Plus you fail to realise that psychological warfare is a valid tactic within this sandbox called Eve.
Another thing, please tell me how many afk cloakers have killed anyone whilst afk?
Does an afk cloaker stop the use of star gates?
Does an afk cloaker stop mining in a well organised group?
The argument for a cloak nerf is old, unnecessary and only posted by the lazy and incompetent.

that's crap Mag. Even if not afk or whatever, you can't barely do something against them. And don't come up with that stupid "stay in empire" ****.
No one wants to run 23/7 gate camps or wants to fleet up the whole day just because of 2-3 cloaked cowards. Hell it's your space and not every couple of days old nut should have an easy access to your Capital.
I would even say, remove cloaking abilities in sov4 systems on every none alliance member.

I'm not sure IF cloaking need to change at all. IF som adjustment is needed, how about changing the time it takes to cloak instead of messing with new skill modules and sov limitations. If the cloaking time would depend on the the mass or signature (or a combination), cloak type and ship role.
The cov ops should be about what they are now, but a battleship with a prototype cloak could take long enough to cloak, to make it possible to scan its position, if an effort was made to find it. This would mean if a cloaker intends to gank a miner for instance, he must commit, to do it. I believe this could make for some interesting traps and chasing games, without harming the dedicated covert ships to much.
Basicly the idea is the more "dangerous" the cloaked ship is, the more vulnerable it will be if it decides to make a move.
Alot of balancing would need to be done, in order to not harm the ships to much, which depends on cloaks like transports and covert ships.

remove the auto repeat function.....cloak should run for maybe 10 cycles then stop...it would have to be manually reset. That would make afk cloaky ***s think twice. Also it would make it more fun when trying to get a target or escape a blob. !
