You're trying to hunt pirates alone ? 
Maybe you should do it in team, using some ECM scorpions with adaptated racial jammers when possible (considering you're hunting in empire, fit 6 racial jammers to be sure u won't miss target) and have some ceptor/fast cruiser warp scramble/web the ebil pirate. There I would recommand a stiletto on which u can fit quite a lot of warp scramblers.
If you're a cheap chick, use a Blackbird to ECM target, but be sure u'll have something strong enough to prevent your ebil pirate from warping away (and fast enough to catch Mr Pie-rat before he warps out). and careful about fof missiles and drones. ECMs will prevent pirates from use nosferatus on warp scrambling ship.
A ship to hunt pirates alone ? definitly not a good idea. Team work will provide much better results.
Galaga (Galaxian - XIF corp) And yes, Olyyy is on our KOS list so she enjoys stirring the "flames" ( 2004.05.25 ) |

I wouldnt bounty hunt alone, unless i knew my target was alone, and i knew what ship he was using.
Hunt in atleast pairs, more if possible, Scorp and Gankageddon is a good team! Fast and clean!
Just like real a life assassin 
also throwing in a crow into the mix so you can tackle your target if hes flying anything smaller than a Battleship!

You really need to work as a group but as far as being solo goes id go with a blasterT. Standard cfgs do more then enough dmg to kill any tanked ship (unlike a scorp) it uses a mwd as standard which is good for getting around and you can fit a scram and get in range to use it without fuabring anything.

sheild tanked moa for NPC'ING if u are going to try to kill pirates PC's on your own use an interceptor or frigate any thing else would be a waste of money and ship.
