Mega Asteroid Bases
Large Scanable Asteroids randomly placed in Lowsec and 0.0 Systems. These Asteroids cannot be mined from a Ship but a Structure must be build on them for Ressource Gathering. These Bases cost Ressources to build and maintain but also automatically gather Ore or even rare Elements for T2 Building.
Once such a Base is build they appear as a Beacon in Space for anyone who wants to warp to there.
These Asteroid Bases would have lots of HP, so that they are not taken down easily but also have no near-invulnerability Shields like a POS. Also with Damage the Ressource Output decreases. There are also no infinite Ressources, but each Base works only few Days and can be dismantled once the Asteroid is empty. If an Asteroid Base is destroyed or the Ressources depleted, the Asteroid despawns, but another scanable Mega-Asteroid spawns somewhere else in the Constellation.
The purpose of these Bases would be two fold. First they would give another Option to gather Ressources, but second they are also Targets which must be activly defended. They work more to the advantage of Groups who can thightly control a small amount of Space then for Mega-Alliances who control multiple Regions.

few notes some good some bad firstly i like the idea of a new mining element but this could be overly used by macroers with the whole auto gathering aspect
i like how you could gather T2 resources this way but refer to first note for back end
if players where to set up a base like this it would be promenant to last longer than a few days as bases of any type take a lot of planing and isk
maybe make it so that you have a deployable structure like a pos but hooks onto the roid , once online you could use a special "base mining" ship to dock at the roidbase, once there you would start drilling, or a modification of your idea, start transfer to your cargo , both options reqiring time but making it line up with regular roid mining in terms on actions and time to prevent macro abuse.
over all it could be a new way to make t2 items more avalable

Not like a POS and not like Moon Mining.
The Asteroid Bases would have Shield Bubble and no additional Structures can be anchored. It works as a Ressource Gathering Machine yes, but not with unlimited Ressources.
Also if a Corp or Alliance want to use the Bases they would have to defend their Space, or these Bases would simply get destroyed or crippled by any Fleet that moves into their Space. The Idea is to give small to medium Gangs something they can hit, but also the Defenders a Reason to actively guard their Space.
About how many Ressources each Asteroid might give and how long a Base needs to be active can still be discussed. But this is not intended as a POS Replacement.
There is even the possibility to make the Bases vulnerable to hacking, so a hostile Gang can STEAL gathered Ressources from the Base.

Don't think a lot of macro's would use this. Haven't seen many in lowsec lately, have you?
To OP: I think it might be a good idea to make the roids scannable only, as this would further help to combat macro use. Also, I think it shouldn't yield ore, but rather moon material and maybe gases (for drug manufacture, not the t3 stuff).
Generally I like the idea, as it creates another thing to actually fight for, as opposed to the usual:
Pirate: "I kill you!" Confused victim: "But why?" Pirate: "Um... because I's no life and, well, because I can!" Confused victim: "But what do you gain?" Pirate: "Tears!" Confused victim: "Eh? Through your dsl cable? Damn, I need some of that technology!"
Gates and pos' are getting old as locations for encounters.

I don't like the OP's idea, it's too much like moon mining to me. But I do think CCP needs to make a way for players to build asteroid bases -- like some of the awesome stations you see in Minmatar space, or in some missions. I want! I want!
Best role for them, I think, would be the sort of "private base" idea that's occasionally brought up. In other words, it'd be a way for solo players to have a personal "house" in EVE, basically a glorified anchorable container that they could put in a safespot, near an asteroid belt, or wherever.
