Interesting idea, tho I think it would not mesh well with the current meta game.

this exists in wormholes already.
Completely useless and exploitable to the max for known space

Hrm, that would have been a good idea for clamping down on logistics, but honestly, with jump freighters... it doesn't matter.
What would be interesting would be a combination of ideas of current space and worm hole space.
Open a new region in normal space with no gates at all. This region would require players to create their own gates to access these new systems. The systems would have all the current benefits that sovereignty has now. Systems would only allow so many gates to be created depending on the class of system they are built in. Gates could also be built for different masses of ships. All of these gates could be destroyable. Cyno jammers would not affect these gates as they would be one-way jump gates and do not require a cynosural field.
That means that even if a system is jammed, an enemy could build a new gate to the target system from an adjacent system.
What also makes this interesting is that it would be an ever changing route within this new region. Border gates would also have higher resource requirements and would be required to be spaced out so many light years from one another.

I don't know about creating gates, but a region of normal space that wasn't connected (like Jove space) that you could only get to via Wormhole could be interesting
Not sure how well it'd work with current sov mechanics though.

There are several constellations in 0.0 with only 1 or 2 points of entry. Now you're talking about an entire dead-end constellation with an outpost being fairly safe from attack/gankers. As much as the carebear side of me likes the idea, its way too unbalanced in the low-risk/high-reward department.

The only problem with that is that 0.0 alliances will have crews setup to continually disable the key gates to get into their area on a daily / hourly basis.

I would much rather ccp gave you the option to install pos guns at a gate once the sov was high enough.

Take a dead End sov 4 constellation with 3 outposts and systems with 50 belts.. put up a gate camp and 10 t2 large bubbles, kill the gate and you good to farm lol. 
How broken is that?

Even better, make Cov Ops ships (Maybe a BlackOp ablity?) able to jump through disabled gates and re-enable or repair them on the other side....with some kind of a timer so the guys defending the gate can try to counterattack all the SB's and Recons 
That would balance out any abuse.
