In this topic http://forum.eve-ru.com/index.php?showtopic=21489 a character called SPEC1AL1ST is selling several ingame characters for real money (as proved in this topic http://forum.eve-ru.com/index.php?showtopic=21489).
SPEC1AL1ST won`t to create any topics on eve-online.com forums, he won`t follow the traiding rules etc (he onse posted even this link http://xxx/ on eve-ru forum).
I`m asking...is it legal? Admins on ev-ru.co, won`t do anything about it...so how to stop ebay on such forums??

I would suggest creating a petition to CCP. No, it is not legal. The best way to stop it is to get proof - ie. act like buyer and get confirmation of character name - and then make screenshots or the like to give to CCP.

I think this is legal because SPEC1AL1ST sells characters for ISK, and there is not written that for real money

But if u transfer the isk to him and he dont send u the char? Is the russian forum a place where the CCP can save u from a scam?

Character selling is only allowed in this forum. Any other way and ccp has no way to follow the sale.
Thus if someone is scamming people out of their isk by selling a char but not transferring it they cannot help you.

Oh then that makes it totally ok 
Obviously there's not much CCP can do to stop it but really, selling characters exclusively on a russian forum in russian, not posting the sales here on the eve-o forums keeps other players from possibly bidding on them.
And the RMT aspect? Yeah, if they find out that was the case watch out for the banhammer.
Of course since the russian alliances swap characters, corps and alliances twice daily this really doesn't surprise me at all.

SPEC1AL1ST is known as largest isk seller in Russia, he trades isk for real money in 3rd party sites like plati.ru etc. And he uses eve-ru forum to launder his isk in "legal" character trade.

yes, they are mostly RMT methink as no topic on eve-online forums was created, no defaul wts\wta design, no prices, no dates...nothing

No scams allowed at all with character sales, so there is a safety net of sorts, not a very safe one under these circumstances since chances are both seller and buyer are going to loose hard to CCP 
CCP can always track character sales, since there is a fee they ask, as long as it is an actual transfer and not an account sale. Which is just as illegal as selling characters for real money.
As for the threads with the RMT / character sales there, just backtrack, petition and wait a week or two before the ban hits. Also funny to see them get sold for money there and a while later for isk here. Shouldn't be too hard for CCP to crack down all the way there.

Make some nice lists of characters, account names, dates and type of transfer from there to post here and I'm quite sure there will be swarms of people here petitioning each of them

Right now eve-ru forum is reorganizing, they renamed Character Trades to "Escrow" with description which can be translated as "Black market of characters and timecodes". Most likely eve-ru team is also involved, because SPEC1AL1ST got heavy support from moderators and administrators of the forum.
The Escrow subforum contains TONS of characters for sale. All those characters are linked to ineve.net with character names masked. The seller requires to contact him via icq or forum private message.
The typical scheme is following: Buyer contacts seller by icq or forum, then they agree the price (payment usually goes via Webmoney Transfer/Yandex money or with cash in personal meeting). Seller gives e-mail password and ACCOUNT password(!) and the deal is completed.
Since character name is known only to buyer and seller there is no way to petition or track such activity. :(

Just ban all russians. Guilty until proven innocent. Why? Well because thats the way the world is going. Just be a potential buyer and hack his email / icq / chat account and post the details on here or 4chan.

Well eve-ru.com administration could at least stop this, but they won`t, more then that they partially cleaned character sales topics (partially removed discussions about RMT), they promoted new moderator named Zaar who is involved 2 I believe. And yeah eve-ru.com administaration provided heavy support to RMT traders.

One of the eve-ru admins has been sneaky since ages, since times when CCP still sold spreadsheets with gtc codes to resellers A few of the mods are displaying odd behaviour yes, but chances are they are simply stuck in the usual loopholes of "he's my friend he would not do fishy stuff" and "here things have always been differently and since we're a more or less closed circle nobody will break the circle".
You can track the character names through the ineve links, though I am sure there will be a switch to another site soon (one less friendly to spiders and in a err different language) according to rumour.
The hole the admins are hiding behind is that there is no explicit reference by CCP to disallowing character sales of any kind on other places then this forum section. All that is stipulated is a bit of grey on the absence of scam protection for sales done elsewhere then this place. CCP ought to address that tbh, it would close a major loophole for RMT/Gold tracking.
CCP aren't stupid btw, big chance they already have eyes on it, but like when some time ago someone made this wonderful datatree on characters involved with the most easy gold seller supply items such an inventory would greatly speed up the proces of housecleaning.
