Perhaps the gene or genes that causes the disease (or permits a naturally occuring outside element to inflict the disease) is also associated with another Jovian trait that the race considers vital. In that instance, they may be unable to remove the tendancy to contract the disease without eliminating the more positive trait. Something such as: big heads, lack of females, large genatalia or something else of supreme Jovian importance. They are, after all, an alien race, with who knows what kind of priorities or value system.

Also I'd like to know if Jovians have extended their lifespans, I mean we already know today that cellular aging could be reversed by reactivating the gene resposnible for the production of telomerase, the enzyme that resets the internal clock of cells in an embryo. (No, I will not write a detailed report on how exactly that works)
Do Jovians at all trade with their technolgy when it comes to genetics?
Plus I'd really love to know how Jovian government works. Did they genetically manipulate their population to make some form of communism possible? I mean, in it's true ideological nature, where everyone just works together without any type of governemnt...

I always assumed the Jove passed through some kind of 'dark age', where experiments abounded and accountability for some of the modifications that were done was low. Perhaps the data records were lost in this time, or maybe even the techniques themselves were lost. Also, don't forget that part of the Jovian Disease instills deep lethargy and apathy towards these subjects. The Jove are pretty much a decadent, dying race.. but to think about how much more advanced they are than everyone else, even in decline, is sorta scary =)

The actual cause could be rooted far deeper than any single genetic change and may even be rooted in all genes, having recessive characteristcs and hence clouding any definative time or genetic change as the the source of said sickness.

I don't think you can have any hopes of finding such a system in the Jove, since the "communism" just like you mention doesn't have a government. And the Jove have a government, though the particulars of how that government works is shrouded in mystery.
And besides, there's not really any reason to believe ideology is controllable by genetics. Where you have free will, you will have differences of opinion - see, for example, the Jove admiral (what was his name?) that went rogue with his loyal fleets way back after he contracted the disease and refused to drop his position in the Jove navy.
(Though I guess one could say that perhaps his disease neutralized the JoveÖ IdeologycontrolÖ genes, but then we'd be sooooo far out in speculation-land we should all be hauled off to the funny-farm on pure principle.)
