What race would be ideal for this venture?
Additionally? What starting stats (skillpoints) and available "custom" skills should I start with?
Any information is greatly appreciated.

If you were making a purely Industry/Science character, then you would ideally have the highest possible Int & Mem attributes you can get. Train the Instant Recall 5, Analytical Mind 5, Eidectic Memory 4, Logic 4 and Learning 5 and add implants if you want the best attributes.
Skills you'll want in the course of your career, in addition to the above: Science (Save time when copying BPs) Research (Save time when researching production efficiency) Metallurgy (Save time when researching material efficiency)
Industry (Save time when building) Production Efficiency (Save materials when building)
Cybernetics is required for implants, and any skills you think you may need if you should ever need to undock and go somewhere (maybe High Speed Manouvering for example). Tech II manufacture needs a few more skills, differing between BPs, but they all have Int/Mem as their attributes for training.
Bear in mind if you want to do R&D you'll need to earn standings to use better agents, and may need to be able to fly different ships to complete R&D missions (probably just a Bestower would be good enough). The above skills/attributes would also set you up to be a great refiner, so there's always those skills to.

Mining/Refining Skills makes you even better Producer... You can thus mine your own, refine your own...and cut costs even more...
Oh...and PE 5 is worth every minute spent learning it..
