It shield buffers well due to extra base HP, with two spare highs and alright DPS because you can pack 3 gyrostabs on it. Oh, and it handles fairly nicely since its not packing plates and trimarks, for those of you who care about things that aren't EHP and DPS.

Shield rigs destroy one of the only real advantages of tempest. Smaller signature that can be life or death difference against pulses at closer range and specially torpedoes.
You can use fleet tempest as a tackler bait and keep 1 logistics in gang to keep it alive.
